1. Keppel returns to China to settle down: Prepare five types of necessary materials in advance
When Keppel returns to China to apply for household registration, preparation of materials is a key link. The following five types of materials are indispensable. Preparing them in advance can avoid traveling back and forth.
1.& nbsp; Household registration book: As a carrier for neonatal household registration, the original family household registration book must be prepared in advance to ensure that the documents are intact.
2.& nbsp; Relevant documents for birth certificates: The original birth certificate issued by Kyrgyzstan must be provided, and the Chinese translation and Hague certification documents must be prepared at the same time. This is one of the core materials for settlement review. The translation and certification process must be completed in Kyrgyzstan.
3.& nbsp; Paternity Report: Paternity testing can be done directly in Kyrgyzstan. Special attention needs to be paid to whether the domestic judicial paternity test report needs to be supplemented. It needs to be differentiated according to the marital status of the parents (couple or single). It is recommended to contact the police station in the place where you plan to settle in advance to clarify specific local regulations.
4.& nbsp; Original travel document: As an important document for Keppel to return to China, it needs to be completed in advance according to the procedures. The specific processing method is described in detail below.
5.& nbsp; Settlement application form: You need to collect it at the police station where you plan to settle and fill it out as required. It is recommended to go to the police station in advance to consult the specific information needed to supplement to avoid blind preparation.
Currently, the processing of Keppel travel passes has been integrated online and offline, and the "China Consul" APP can complete most of the processes. The specific steps are as follows:
Step 1: Download and register the "China Consul" APP
Parents can use their domestic mobile phone number or email address to complete APP registration, enter their ID card or passport number as prompted, and log in after completing real-name authentication. The operation process is simple and convenient.

1.&
1.& nbsp; Select the correct entrance: After logging in, click the "Passport/Travel Permit" module and select "China Embassy in Kyrgyzstan" as the processing agency. It should be noted that if a newborn is applying for the first time and his parents do not have the right of permanent residence in Kyrgyzstan, he or she needs to select the "Travel Permit for Minors under the age of 16" entry under the category of "never holding a document" to avoid entering the wrong processing process.
2.& nbsp; Information filling and material uploading: Follow the system prompts to accurately fill in the personal information of newborns and parents. If the name has special spelling requirements such as Cantonese Pinyin, you need to check the "Special Spelling of Name" option. Newborn photos must be bareheaded photos taken within 6 months on a white background. They should wear dark clothing and no jewelry when taking pictures. It is recommended to be taken by a professional organization. If the system photo detection fails but the actual photo meets the requirements, you can directly click Next to continue.
3.& nbsp; Choose the processing and payment method: It is recommended to choose "submitting at the museum and collecting evidence at the museum" as the processing method is more secure. The payment method is temporarily selected as "offline payment", and the specific fees will be notified by the embassy in a subsequent manner. There is no need to pay in advance online.
4.& nbsp; Identity verification and application submission: Try to complete the Face Recognition verification. If the verification fails, click "Skip" to continue the process. After submitting the application, you can check the processing progress through "My Orders" or "Message Center". If additional materials are needed, the system will send a reminder message advising parents to refresh and check frequently.
After the online application is approved, you must first make an appointment in the APP and go to the China Embassy in Kyrgyzstan according to the appointment time. The materials you need to bring include:
A copy of the original birth certificate and translation, the original and copy of the passports of both parents, the original paternity test, photos of the newborn on a white background (it is recommended to bring a few more for use), a medical contract, a power of attorney for a loving mother, and the "Applicant's Statement" and "Statement of Agree to Apply for a Travel Permit for a Minors" downloaded and filled out in the "Consular Services-Common Forms" column. Copies of the original and translated birth certificate, the original and photocopies of both parents' passports, the original paternity certificate, the white background photo of the newborn (it is recommended to bring a few more spare ones), the medical contract, the letter of attorney for the mother of the child, and the "Statement of the applicant" and "Declaration of consent to apply for a travel permit for minors" downloaded and completed in advance from the "Consular Services - Common Forms" section of the Embassy's official website. In order to avoid omissions, parents are advised to make a list of materials in advance. Fingerprints of newborns will be collected on site, and parents need to calm the baby in advance.
It should be noted that the Embassy does not charge cash, and the fee must be deposited through a bank. The travel document processing fee is US$18.
It should be noted that the embassy does not accept cash; the fee must be deposited through a bank. The travel document processing fee is 18 USD. When submitting materials, the staff will provide evidence collection forms and payment forms. Parents need to bring relevant documents to any KICB bank in Bishkek to complete the payment. The payment certificates must be properly kept. If they are lost, they need to be reissued or re-paid, which is a cumbersome process.
After the travel document is processed, the embassy will notify parents by phone to collect it. The collection time is only on working days from 9:00 to 12:00 in the morning; pay attention to the schedule to avoid a wasted trip. Parents can bring their own passports to collect evidence on their behalf. If they entrust others to collect them on their behalf, they need to provide an additional signed authorization letter and a copy of the entrusted person's passport.
